You need to install Windows Mobile Device Center to your PC. It is a free download that you can get from Microsoft's web site.

But the first thing you need to do is get a battery and see if it even WORKS.

In order of importance .. first and foremost, you have to find out if it WORKS .. if you have no screen that lights up, even in the cradle, at present it is not working. No software in the world can turn on a broken iPaq. Now, that "broken" can be an old defective battery that has a short or that has a total open circuit .. or it can be the ON BOARD battery is gone. Please post the MODEL of the iPaq so that some research can be done on it as to the battery needs and IF it is even worth it to try and fix it.
Also, some of the iPaqs run Windows 2003 or earlier. Those have to have the program "Active Sync", also from MS for free, to be able to be syncronized and loaded from your computer. So again. there is a need to know the model of your hand held.

If your iPaq is running an OS version older than WM2003, you will not be able sync with your PC. ActiveSync does not run on Vista and WMDC does not support the WM OS versions older than WM2003.
Also, if the iPaq battery has run to zero, it most likely will not charge through the USB port. The power delivered there is about half the amount provide by the wall charger and it is very common for that not to be enough to start the charge cycle when a battery's level has dropped into the critical zone. You may need to track down a wall charger to get the dead battery to start charging again.

Exactly. BTW, this is what I've also emphasized in my battery care & recharging-related articles.
